A Romanian pole of technological convergence and regional security
Târgu Mureș has become, between 4-5 June 2025, the gravitational center of innovation in Defence and Security in South-Eastern Europe, with the organization of SEESOF – the first international expo-forum dedicated to Special Operations Forces. SEESOF 2025 Forum & Expo is organized within the University of Medicine, Pharmacy, Science and Technology “George Emil Palade”, with the support of the Ministry of National Defence.

In this strategic context, the Romanian company StarC4Sys hosted a complex technological stand that brought together both its own technical solutions, some presented for the first time, and leading international solutions from partners in the USA, Israel and the UK. Offering an integrated vision of digital transformation in the operational-tactical domain, the StarC4Sys presence aimed to attract institutions, experts and integrators to exchange ideas, prototypes and visions.

StarC4Sys stand – Multi-technology architecture

The company’s stand comprised two major sections: an indoor area dedicated to technology demos (Hall 905) and an outdoor exhibition (Stand U23, Exhibition Area 2) showcasing integration solutions on next-generation automotive platforms. StarC4Sys’ focus is on interoperability between resilient communications solutions, C5ISR capabilities and cybersecurity.
Tactical communications and radio spectrum monitoring solutions integrated on automotive platforms
1. Tactic Tropospheric Radio System – SRT-T:
– Designed to provide secure, high-capacity data links in geographical areas without conventional infrastructure or with damaged infrastructure.
– Use in theaters of operations, rapid response or natural disasters.
– Capabilities: bi-directional tropospheric communication with low latency, stability over distances between 50 km and 100 km, compatibility with the strategic tropospheric communication solution previously delivered (SRT) and in operation of the Romanian Army, high precision directional antennas.
– Integration into mobile C2 networks, ideal for land forces and civil protection.

2. Radio Spectrum Monitoring Vehicle:
– Mobile platform for electromagnetic spectrum monitoring in theaters of operations or dense urban areas.
– Advanced features: identification of unauthorized transmissions, interference source tracking, geolocation and base station coverage verification.
– Features: TCI Model 759 Compact Spectrum Monitoring System (CSMS) and Keysight FieldFox spectrum analyzer, advanced GUI interface, directive antenna kit, post-incident replay and recording mode.
– Benefits: increased security of own communications and identification of sources of interference or sources of risk to radio communications to be protected, including cyber-crime.

StarC4Sys opens “Industry support of SEESOF needs for building a regional trust” panel at the SEESOF conference
Vice-Admiral (r) Ion-Cristian Lișman, International Strategic BDM – StarC4Sys, delivered on June 4 the first presentation of Panel 2 of the SEESOF conference, entitled “Integrating Resilient Communications, Spectrum Surveillance and Cyber Defense into a Romanian Tactical Operational Architecture – Vision and Capabilities”.
His speech highlighted the advantages of an integrated national architecture and the need for an autonomous Romanian platform to ensure interoperability with NATO and EU partners in joint missions.

StarC4Sys’ presence at SEESOF 2025 was distinguished by the technological depth and operational coherence of the solutions presented. It is a direct invitation to operational leaders, unit commanders, IT&C managers and decision makers in the public sphere to discover a 100% Romanian tactical architecture adaptable to future requirements; plug-and-play solutions for rapid reaction in critical contexts;
real international collaborations, demonstrated through functional interoperability and access to advanced know-how and potential for testing in real environments.

In the age of overlapping crises – cyber, climate, military – adaptability and integration of capabilities become defining for national security. StarC4Sys brings such an integrated vision.

The SEESOF 2025(Southeast Europe Special Operations Forces Forum) is an international reference event dedicated to Special Operations Forces (SOF), held for the first time in Targu Mures, on June 4-5, 2025.

Organized by TNT Productions Romania, in partnership with the Special Operations Forces Command and the “George Emil Palade” University of Medicine, Pharmacy, Science and Technology (UMFST), with the support of the Ministry of National Defence, the event aims to strengthen Romania’s position as a regional pole in the field of special operations and to promote the national defence industry.
The event was attended by more than 3000 participants, 100 companies from 21 countries and more than 50 foreign military delegates, including the Commander of the US Special Operations Command (USSOCOM), General Bryan P. Fenton. The military technology exhibition opened to the public on June 5.
The objectives of the Forum are to strengthen cooperation between FOS structures in the Black Sea region; to promote the national defense industry and technological innovations; to facilitate the exchange of ideas and best practices between international experts; to provide a platform for interaction for defense industry operators.
Topics covered:
– Light and special armored vehicles;
– Drones and anti-drone systems;
– Communication and information technology;
– Operational medicine and mobile hospitals;
